We have been informed by the Utah State Board:
IV certification is not a requirement for LPN licensure. Nursing competency/scope of practice is determined by whether or not the act is permitted by the laws and rules; is the skill within the generally recognized scope and standards of practice, can the LPN document successful completion of additional education to perform the act, does the employing facility allow the LPN to perform the act, does the LPN know how to perform the act and are they competent to perform the act.   R156-31b-703 outlines the generally recognized scope of practice of an LPN.
